The regulation regulates five chemicals with persistence, bioaccumulation and toxicity (PBT), including DecaBDE, hcbd, Pctp, PIP (3:1), 2,4,6-ttbp, and specifies relevant control standards.

It does not stipulate the restriction requirements for hazardous substances and emphasizes the public's right to know about the hazardous substances contained in products. The list of controlled substances under the regulation exceeds 1000. When a product contains chemicals listed in the list and their content reaches a known dangerous level, it is necessary to fulfill the obligation of notification on consumer goods or in other ways.

The regulation regulates organic chemicals that can persist in the environment, have a long half-life and have adverse effects on human health. So far, the list of prohibited substances under the regulation has controlled 28 substances.
